TOSSD is an international measure of resources that promote sustainable development. The article critically examines the evolution of TOSSD as an international model of measuring development cooperation, situating it in the broader context of the critical and alternative nature of South-South Cooperation (SSC). The question that orientes the research is: how to understand TOSSD from a critical perspective? In addition to being understood as a regime for the production of metrics and a regulatory practice for cooperation, TOSSD is a device that challenges the critical nature of CSS, which is to reshape the international order.
