Barreiras técnicas ambientais e comércio
evidências globais e o papel do Brasil

Este artigo investiga como as barreiras técnicas ambientais ao comércio (TBTs) moldam a agenda comercial e climática do Brasil entre 2012 e 2022. Com base na Environmental Database da OMC, são comparadas 4 531 notificações globais a 79 medidas brasileiras para identificar convergências setoriais, objetivos regulatórios e mecanismos de implementação. Constatou-se que, à semelhança da tendência mundial, o Brasil concentra suas TBTs nos setores manufatureiro e químico, amparado em regulamentos técnicos e procedimentos de avaliação da conformidade. As metas mais frequentes—conservação e eficiência energética, além da gestão de substâncias tóxicas—indicam alinhamento às prioridades internacionais, embora temas mais amplos de proteção ambiental geral ainda recebam menor atenção doméstica. A análise também evidencia a influência de políticas como o RenovaBio, a Lei 14.300/2022 (geração distribuída) e a Lei 13.848/2019 (agências reguladoras) (Brasil, 2025) na formatação de normas sobre biocombustíveis, energia eólica e solar. Conclui-se que a harmonização regulatória e a ampliação do escopo ambiental das TBTs podem fortalecer a competitividade externa brasileira sem comprometer metas de sustentabilidade.
