ENVIRONMENTAL TECHNICAL BARRIERS TO TRADE:
GLOBAL EVIDENCE AND BRAZIL’S ROLE:

This paper examines how environmental Technical Barriers to Trade (TBTs) have shaped Brazil’s trade and climate agenda from 2012 to 2022. Using data from the WTO Environmental Database, 4 531 global notifications are compared with 79 Brazilian measures to identify sectoral patterns, regulatory objectives, and implementation mechanisms. Mirroring worldwide trends, Brazil’s TBTs concentrate on the manufacturing and chemical sectors and rely mainly on technical regulations and conformity-assessment procedures. The most frequent goals—energy conservation and efficiency and the management of hazardous substances—show convergence with international priorities, whereas broader objectives such as general environmental protection remain less prominent domestically. The findings highlight the role of domestic policies, notably RenovaBio, Law 14.300/2022 (distributed generation), and Law 13.848/2019 (regulatory agencies), in guiding standards for biofuels, wind, and solar energy. Greater regulatory harmonization and an expanded environmental scope for Brazilian TBTs could enhance export competitiveness while supporting sustainability targets.
