Building Consensus in the protection of socio-environmental heritage:

an analysis of the requalification of Praia do Futuro - Ceará

Abstract

Praia do Futuro, in Fortaleza/CE, presents a need for requalification and reordering of the tents in environmental and urban terms and due to the complexity of the scenario surrounding Praia do Futuro, it is necessary to use a form of conflict resolution that meets the needs of the multiple parties involved in this context. Thus, this study has the general objective of analyzing the possible suitability of the Consensus Construction tool for resolving the conflict regarding the qualification of Praia do Futuro - CE. To this end, the need to (a) verify how it is possible to construct agreements in conflicts involving multiple parties is chosen as specific; (b) examine the reasons for the requalification of Praia do Futuro; (c) identify the possibility of using unregulated conflict resolution mechanisms in Brazil. To develop the work, qualitative research was carried out, of the bibliographic type, with documentary collection and descriptive analysis. As a result, we understand that Consensus Construction is today the most appropriate method for resolving conflicts involving multiple parties, such as the requalification of Praia do Futuro, providing the participation of details in the construction of a plan that can be found by all involved.
