Abstract

The climate emergency crisis threatens life and ecosystems across the planet. This is due to global warming and climate change and is due, directly or indirectly, to human action. This article seeks to analyze the limits and possibilities for the elaboration of an environmental policy agenda in Mercosur capable of offering a response to the climate crisis. The research problem involves how it is possible to form a regional voluntary market for environmental services for carbon sequestration and storage. It is concluded that the possibility of developing regional strategies to confront the climate crisis depends on overcoming institutional challenges. For the elaboration of the text, the inductive research method and the techniques of bibliographic and documentary research were adopted.

Graduated in Legal and Social Sciences from the Faculty of Law of Santo Ângelo. Permanent professor at PPGD-URI Santo Ângelo. Collaborating Professor at PPGD-UFRGS. Full Professor at UFSC, in Legal Epistemology, now retired from UFRGS. CNPq Level 1D Researcher.

Doutoranda em Direito na Universidade Federal do Rio Grande do Sul. Mestre em Direito e Justiça Social pela Universidade Federal do Rio Grande (2023). Possui especialização em Direito Civil e Processual Civil pela Universidade Católica de Pelotas (2020), em Direito Processual Civil pela Universidade Anhanguera-UNIDERP (2015) e graduação em Direito pela Faculdade Anhanguera do Rio Grande (2013). Tem experiência na área de Direito Público, com ênfase em Direito Ambiental e Direito Internacional, atuando principalmente nos temas de justiça socioambiental e proteção internacional do meio ambiente.
