entre as Leis da Guerra e o Pacifismo do Século XIX

The present work has as general objective the study and analysis of the Hague Peace Conferences held in 1899. Through the documents, letters, agreements, declarations and negotiations made at this international conference we intend to verify how the theme of peace and the proposal of the right on the exercise of force have been accepted or received with all acts and events related to the present historical-diplomatic fact. As a specific objective, we intend to verify the possibility that, although it has not been expressly stated, whether it is possible to deduce from this conference, at the end of the 19th century, the emergence of an international right to peace and pacifism as a fundamental principle of international law and international relations; or if, however, although historically identified as the first peace conference its result was only the normalization of war and its way of carrying out in international conflicts between nations. For this, we will use the deductive and analytical methods, through a historical-bibliographic and documentary research. With this research we identified that the First Peace Conference, held in The Hague from May to July 1899, brought together 26 (twenty-six) states willing to discuss laws and restrictions on wars between nations; establish limits and conditions of conflicts and use of weapons; having the theme of peace only indirect purpose.
