Abstract

The book “Queda & Ascenção da Rússia”, by Augusto César Dall’Agnol, provides a comprehensive analysis of Russia's trajectory from the fall of the Soviet Union to the early 21st century. The author examines the theoretical foundations of Neoclassical Realism, focusing on the concept of power balancing and how states adjust their security policies in response to perceived threats. Dall’Agnol explores Russia’s economic and military reforms, contrasting the instability of the Yeltsin era with the restoration of state control under Vladimir Putin. Key events such as the First Chechen War and the 2008 Georgia conflict are highlighted as catalysts for Russia’s military modernization. The book also analyzes the role of the U.S. as a global superpower after the Cold War, discussing the dynamics of unipolarity and the strategic responses from states like Russia and China. The Russian military reforms are framed as adaptations to modern warfare, emphasizing increased professionalism and technological advancements.
